Grants of up to $5,000 to Michigan businesses in eligible regions for response and recovery from the Coronavirus (COVID-19) pandemic. The purpose of this program is to sustain local businesses and help them adapt to the challenges of the pandemic. Eligible applicants are located in Manistee and Emmet County.

Grants will be awarded in two separate categories, Urgent Needs or Adaptation to Change, as described below.

Urgent Needs: Funding needed to sustain businesses in response to threats posed by COVID‐19 that may result in closure of the business, loss of employees, etc. For example, the business may need funding, plans and other forms of assistance related to: 

  • Personal protection equipment 
  • Personnel and payroll 
  • Short and long term debt payments (leases, rents, mortgages) 
  • Inventory purchases (at levels to improve gross margins) 

Adaptation to Change: Help businesses adapt their operations to address and resolve the challenges of COVID‐19 and  establish a realistic path to recovery. Examples of needs for financial and technical assistance can include: 

  • Shifting some or all of sales from direct to online sales 
  • Shifting customer service from in‐store to take out or pick up (often the case with restaurants) 
  • Product rationalization and assessment of new or complimentary products with stronger margin potential 
  • Operating cost assessment and consideration of supply‐chain modifications 

Grant funds may be spent to cover reasonable business costs that relate to the ability of the business to open and/or operate consistent with the safety rules and guidelines involving COVID‐19.

Estimated Size of Grant:

The Regional Resiliency Fund provides grants of up to $5,000.

Additional Eligibility Criteria:

To qualify, a business must:
- Currently be open or plan to re‐open prior to July 1, 2021
- Comply with all COVID‐19 related regulations
- Need financial support as a result of COVID‐19 pandemic
- Be incorporated as a for‐profit entity (Sole proprietors are eligible)

Eligibility Requirements, continued:
- Not be in any stage of bankruptcy
- Employ 9 or fewer full time equivalents (FTE)

FTE Definition:
- An FTE is defined as a permanent full-time employee (35 hours or more per week);
- OR the total annual hours of part-time/seasonal employees (34 hours or less per week) divided by 2080
- The sum of (1) and (2) equals the total FTEs
- Do not county owners in the FTE calculation

Ineligible businesses: A business that is part of a franchise or marketed as part of the sharing economy, such as Uber, Airbnb, VRBO, etc. is not eligible. Grant funds cannot be used for franchise fees.
