Opportunity to USA, Puerto Rico, and Virgin Islands nonprofit and for-profit organizations and tribal housing agencies to present creative ideas and innovative solutions to housing shortages. Funding and technical support will be provided to implement winning ideas related to housing finance, new construction, and resident services and support. The goal of the program is to create well-designed, affordable homes for low- to moderate-income families. Innovations involving both single-family homes and multifamily homes are eligible. Ideas designed to serve rural and/or tribal communities will receive a modest preference. The breakthrough idea can be brand new or it can be an expansion or enhancement of an existing idea.

Categories of funding:

  • Construction: Open to nonprofits, Tribally Designated Housing Entities (TDHEs), and for-profit organizations. Ideas to lower costs and expedite the design and construction process, so that more people can benefit from housing that is affordable, healthy and climate resilient.
  • Financing: Open to nonprofits and Tribally Designated Housing Entities (TDHEs). Ideas to improve the way affordable housing is financed by managing risk differently, increasing efficiency, or identifying scalable below-market sources of financing. Enterprise is looking for innovations that address the needs of low- to moderate-income households, and will prioritize proposals serving 60 percent of area median income (AMI) and below.
  • Resident Services and Support: Open to nonprofits and Tribally Designated Housing Entities (TDHEs). Ideas on how to improve housing stability and promote personal agency through resident services, so that individuals and families thrive in their communities.

The program seeks to address the needs of low- to moderate-income households, and will prioritize proposals serving 60 percent of area median income (AMI) and below. At the same time, the Fund will exercise flexibility up to 80% AMI based on the nature of the idea (e.g., rental vs. homeownership) and market context. They will also consider mixed-income strategies in which its estimated that the innovation will serve a majority of households at or below 60 percent AMI.

Each award will consist of $2,000,000 in direct grant assistance and $500,000 in technical assistance.

The challenge seeks breakthrough ideas from nonprofit organizations with 501(c)(3) status, Tribally Designated Housing Entities (TDHEs) and for-profit entities.

Nonprofits and Tribally Designated Housing Entities (TDHEs) may apply to all three application categories. For-profit organizations are eligible to apply to Housing Construction only.

Required documents include:
- A Taxpayer Identification Number (TIN) (also referred to as an employer Identification Number or EIN)
- 501(c)(3) documentation for nonprofits
- A Data Universal Number System (DUNS) number for both nonprofits and for-profit

Pre-Application Information:

Round 1 applications are due February 19, 2020 at 11:59 PM ET. By March 17, approximately 40 applicants will be invited to join Round 2.

Organizations can submit more than one application. However, only one application per idea will be allowed. In other words, organizations can submit multiple unique ideas to the same focus area. Organizations may also submit multiple unique ideas across different focus areas.
